This commercial item description covers ballast and rechargeable batteries for fluorescent lights for 120 and 227 volts, 60 Hertz.
Salient characteristics:
Emergency system shall not contain polychlorinated biphenyl (PCB) insulating fluids.
Has an inverter/charger which controls charging, switches lamps to emergency and back to normal power, and operates the lamp in the emergency condition.
A test switch permits checking system operation.
Operates one lamp for a minimum of 90 minutes.
Maximum recharge time of 24 hours.
A high temperature (55oC) nickel-cadmium rechargeable battery pack.
If the AC ballast is supplied in combination with the emergency ballast, the AC ballast will be high power factor, class “P”, and CBM certified ballast.

The issue of UL 974 in effect on the date of the solicitation shall be used to determine compliance with stated requirements.
Certification. The contractor shall certify that the product offered meets the salient characteristics of this description and that the product conforms to the producer’s own drawings, specifications, standards and quality assurance practices and is the same product offered for sale in the commercial marketplace. The Government reserves the right to require proof of such conformance prior to first delivery and thereafter as may be otherwise provided for under the provisions of the contract.
Recovered materials. The manufacturer shall utilize recovered materials to the maximum extent practicable.
Packaging, packing, and marking. The packaging and packing shall be in accordance with normal commercial practice and shall assure acceptance by common carrier and provide product protection against loss and damage during multiple shipments, handling, and storage. The shipping container shall be in compliance with National Motor Freight Classification and Uniform Freight Classification. Marking shall be in accordance with the contract or order
